As for the best place to start, I'd say that would be with Ascension of the Queen. That was the first story written for the entire series and it gives you the basic foundation of who's who and such. After you've read that, then you could pretty much do whatever you like. You could go back and read the stories set before AotC, or you could go ahead and read the ones set after. A lot of those will tie you back to the ones that come before AotC.
